TSMC's 3-stage Recovery Plan for 2018 Hualien Earthquake Survivors
Deep into the night on Feb. 6, 2018, Hualien was shaken to its core by a magnitude 6 earthquake. With shaking intensity even reaching magnitude 7, 17 residents perished in its wake, while 291 were left wounded. Four days after the tragedy, TSMC Charity Foundation Chairperson, Sophie Chang, led a team to assess the affected areas and came up with practical strategies for a recovery plan. By Feb. 20, TSMC had announced its plan to help restore Hualien, and after showing appreciation for all the donations and kindness offered by colleagues and others, the foundation was able to fully engage in assisting the elderly living alone and low-income households hurt by the devastation through its 3-stage plan.

Stage One
>>Dispatch 66 water trucks
>>Establish a recovery fund & oversee a volunteer recruitment platform
Stage Two
>Recruit 104 local children to form the Courage Camp, encouraging them to serve as tourism ambassadors for Hualien
>Assist county authorities in assessing non-structural residential damage; help the disadvantaged and elderly living alone return to normalcy; help rebuild 439 households (100% completed).
Stage Three
>Aid in rebuilding Hualien's tourism industry with over 7,500 TSMC employees and their dependents traveling to the county. The company's Employee Welfare Committee (TSMC EWC) subsidized vehicular transportation.
>Incentivize TSMC employees to group purchase Hualien-made products, crowd-funding over NT$3.08 million.
